- Truman had a “get tough policy”
- The red army (3 million) had occupied Europe; threat.
- Stalin will not follow the Yalta declaration.

How did Potsdam (1945) develop the Cold War?
A
- USA tested the A bomb, developed the arms race, which would increase the chance of war, and tension increased.
- Truman’s get tough policy, developed the Cold War, as it increased tension between the supepower leaders, and made it unlikely they would work together.
- Red army in Europe also increases struggle in military power, developing arms race, making the countries view each other as rivals.
