What is a constitution
A constitution is a document that creates the basic structure and powers of an organisation, state or nation
The main purpose of the constitution
Created and outlined law making powers of the commonwealth
Commonwealth consists of two houses and the crown
High court to resolve disputes about constitution
Protected some rights to the Australian people
Separation of powers
Gov has a state gov and a federal to create laws for the entire country
What is federation and its purpose
A system of government with one central parliament, to increase economic growth, defence and national identity
Strengths of the referendum process
Support from public, so gov can’t benefit itself
Only changed if entire community votes
Needs a large amount of public support
Weaknesses of the referendum process
Voters who don’t understand may vote against changing the constitution
Held at same time as federal election may not be as important to people
Needs four states to support the change
What is specific powers
The commonwealth can only make laws that are stated in the constitution

Currency
Taxation
Social welfare
Defence

Childcare and education
