What does SEA stand for?
STRATEGIC ENVIRONMENTAL ASSESSMENT
WHAT IS SEA?
A systematic process for evaluating the environmental consequences of proposed policy, plan or
programme initiatives in order to ensure they are fully included and appropriately addressed at the
earliest stage of decision making
The general aim for the assessment?
is to ensure environmental integrity of the policy or strategy
The main objective for SEA
- provide for a high level of protection of the environment
- to promote
sustainable development.
You should be able to describe what does strategic vision mean,
priority access or areas, specific targets, supported measures
Strategic vision - The formulation of the strategic vision seeks to describe the target or desirable situation
in the territory for which the strategic development document is being prepared.
It must be
understandable to identify what activities in which areas are preferred for future organization. The
strategic vision is based on the identified strengths and opportunities, and at the same time responds to
the threats and weaknesses identified in the analytical part of the territory.
The concept looks into the
medium to long term future and is generally valid for two or three planning cycles.
Basic Europe 2020 strategy?
- SMART GROWTH (internet, support of youth – students, innovation in the field of climate change,
resource efficiency, health and demographic change) - SUSTAINABLE GROWTH (resource efficient Europe, reduce CO2 emission, reduce consuming, EU
need policy which will support small businesses - NGO) - INCLUSIVE GROWTH (agenda for new skills and jobs – adapt to change of labour market and
increase productivity, social cohesion)
SEA STEP 1?
- Analysis of the state and development trends of individual components of the environment in
the area.
SEA STEP 2?
- Analysis of relevant environmental objectives adopted in strategic documents at the
international, national, and regional levels concerning the thematic focus of the concept.
SEA STEP 3?
- Establishing a reference framework for evaluation based on a synthesis of the previous two
steps.
SEA STEP 4?
- Overall evaluation of the draft concept in terms of formal content.
SEA STEP 5?
- Revision of the analytical part.
SEA STEP 6?
- Evaluation of strategic / design part.
SEA STEP 7?
- Assessment of the impact of the concept on the subject of protection and the integrity of the
SCI (Sites of Community Importance) or SPA (Special Protection Areas) (Natura 2000).
SEA STEP 8
- Evaluation of the influence of the concept on determinants of public health.
SEA STEP 9?
- Spatial analysis of proposed strategic plans, if the concept specifies them more territorially.
