Learning: Viral load is the term used to describe the amount of HIV in your blood. The more HIV there is in your blood (and therefore the higher your viral load), then the faster a particular cell count will fall, and the greater your risk of becoming ill because of HIV.
The government has launched a scheme to provide free of cost viral load testing, at least once a year, for 1.2 million people who are living with HIV/AIDS (PLHIV) and are on treatment.
The viral load testing is used to monitor the effectiveness of Antiretroviral Therapy (ART) over time. It reports quantum of copies of the virus present in the body.
Justification: An electoral bond is designed to be a bearer instrument like a Promissory Note — in
effect, it will be similar to a bank note that is payable to the bearer on demand and free of interest.
It can be purchased by any citizen of India or a body incorporated in India. The electoral bonds will not bear the name of the donor.
The bonds will be issued in multiples of ₹1,000, ₹10,000, ₹1 lakh, ₹10 lakh and ₹1 crore and will be available at specified branches of State Bank of India. They can be bought by the donor with a KYC-compliant account.
Donors can donate the bonds to their party of choice which can then be cashed in via the party’s verified account within 15 days.

Carbon dioxide usually behaves as a gas in air at standard temperature and pressure (STP), or as a solid called dry ice when frozen.
- If the temperature and pressure are both increased from STP to be at or above the critical point for carbon dioxide, it can adopt properties midway between a gas and a liquid. At the supercritical state, it becomes a fluid.
- More specifically, it behaves as a supercritical fluid above its critical temperature (31.10 °C) and critical pressure, expanding to fill its container like a gas but with a density like that of a liquid.
- Supercritical CO2 is becoming an important commercial and industrial solvent due to its role in chemical extraction in addition to its low toxicity and environmental impact.
The Union Territories of Puducherry (in 1963) and Delhi (in 1992) are provided with a legislative assembly and a council of ministers headed by a chief minister. The remaining five union territories do not have such popular political institutions.
- The Parliament can make laws on any subject of the three lists (including the State List) for the union territories. This power of Parliament also extends to Puducherry and Delhi, which have their own local legislatures.
- This power remains unaffected even after establishing a local legislature for them.
- But, the establishment of such institutions in the union territories does not diminish the supreme control of the parliament over them
- But, the legislative assembly of Puducherry can also make laws on any subject of the State List and the Concurrent List. Similarly, the legislative assembly of Delhi can make laws on any subject of the State List (except public order, police and land) and the Concurrent List.
Milan
Milan is a multilateral naval exercise hosted by the Indian Navy under the aegis of the Andaman and Nicobar Command. The biennial event is held in the Andaman and Nicobar Islands, and features professional exercises and seminars, social events and sporting fixtures between participating nations.[1]
Milan was first held in 1995. Apart from the Indian Navy, the navies of Indonesia, Singapore, Sri Lanka and Thailand participated in the inaugural edition.[2]
Seventeen nations, including India, participated in Milan 2014 making it the biggest edition of the event ever.[3]
The most recent edition of Milan was held at Port Blair from 6-13 March 2018.[4] Sixteen foreign nations participated in the event.[5]

Learning: The SWIFT - Society for Worldwide Interbank Financial Telecommunication - is a secure financial message carrier — it transports messages from one bank to its intended bank recipient.
Its core role is to provide a secure transmission channel so that Bank A knows that its message to Bank B goes to Bank B and no one else. Bank B, in turn, knows that Bank A, and no one other than Bank A, sent, read or altered the message en route.
Banks, of course, need to have checks in place before actually sending messages.
The SWIFT is a global member-owned cooperative that is headquartered in Brussels, Belgium.
The ₹11,500 crore fraud in the Punjab National Bank where fund transfer through an inter-bank messaging system was not reported to the core banking solution, followed by the cyberattack on the City Union Bank, has put the spotlight once again on SWIFT or the Society for Worldwide Interbank Financial Telecommunication.

- It can also request the president or the governor for requisitioning the staff necessary for conducting elections.
These are some of the other functions:

- To act as a court for settling disputes related to granting of recognition to political parties and allotment of election symbols to them.
