after 10% of the voters of each confederate state registered pre-war re-registered, you could rejoin with the U.S..
What did the Emancipation do regarding slaves?
Freed slaves in southern-controlled areas, kept slaves in union-controlled areas.
In reaction to the 10% plan, congress created what? What was it?
The Wade Davis Bill. Congress wanted the majority of voters in a state to take a loyalty oath (saying they have always been loyal to the union), not just 10% of the voters.
Lincoln didn’t sign the Wade Davis Bill, he just let it fall onto the next President. What is this process called?
Pocket Veto
Lincoln’s vice president, who was the only senator from the south to remain loyal to the union.

Andrew Johnson got rid of the 10% plan. What two things did a confederate state do to gain re-entry?
Recognize slavery no longer exists and that secession was wrong.
What did the 13th Amendment do?
Abolished slavery and involuntary servitude.
What did the Joint Committee on Reconstruction do?
Investigated abuses in the South (regarding slavery).
In 1866 Johnson vetoed the Civil Rights Act, which was then passed over his head by congress. What did it declare?
That all persons born in U.S. are entitled to the same rights - excluding Native Americans.
What was the Freedman’s Bureau Bill?
Government agency that helped slaves transition to freedom (education, lawyers, bankers, etc.)
What did the 14th amendment do?
- all persons born in the U.S. are citizens
- prohibits the states from denying U.S. citizens rights
- no compensation for slave owners losing their “property”
What two things did the Military Reconstruction Act do?
- All states voided that tried to rejoin the union (except TN)
- Divided the south into 5 military districts with 5 military governors.
What was the Tenure of Office Act?
You can’t dismiss a cabinet member without Senate approval.
