To control evil. (Common grace)

Obey, unless laws are directly opposing to God’s Law. Pray for leaders. Pay taxes.

We are citizens of heaven.

Delegate: the representative does exactly what his constituants want.
Trustee: after being elected, should be free to make decisions.
