The team is presented with a problem? As the agile project manager, do you solve the problem, does the product manager, or should you let the team solve the problem?
Allow the team to solve the problem. The team usually produces the best practical solutions.

First documents product for a project that describes project’s goal, purpose, composition, and approach. Authorization from sponsor for the project to proceed. Includes acceptance criteria.
