How did Hitler gain control of Police
Appointed Goring as Prime Minister of Prussia, which granted him authority over the Prussian Police.
Himmler and Police
Himmler was orginally only appointed as chief of Bavarian Police, but by end of 1933 was chief of all German police forces except Prussia. By 1936 Goring capitulated and gave control to Himmler.

The Gestapo functioned on informants and members of the public submitting tips to root out information.
