Purge against Leningrad party. 100 killed and 2000 arrested. Zhdanov died

Did not tend to use terror against Party members

Suppressed Tamov rising deported 100,000 people to labour camps and attacking peasant villages

Ban on party unity and factions to make it more difficult
Lenin and secret police
Created a system of where Cheka would play a significant role, persecuting opposition political parties.
Cheka were free to persecute anyone that the government perceived as a threat.
Terror under Krushchev
Released 2 million prisoners and cases of political prisoners who had been executed were reviewed (4,000)
