What does THREAT stand for?
Means any individual(s) or group(s), or any act(s) or anything(s) likely to cause harm or might hinder Police in the execution of their duties
INTENT What they say / Actions / Gestures CAPABILITY Past history / Physical ability OPPORTUNITY Proximity / Environment
What does EXPOSURE stand for?
Who is exposed and what are they exposed to?
Victim
Officer / Cover Officer / Other Police staff
Public
Offender
New Zealand Police Organisation (Reputation)
What does NECESSITY stand for?
IMMEDIATE ACTION Do I need to act immediately? DELAY Have I considered if I can delay? YES DISENGAGE Have I considered if I should disengage? YES
What does RESPONSE stand for?
REASONABLE FORCE that is:
NECESSARY and PROPORTIONATE, given all the CIRCUMSTANCES know at the time
Selecting APPROPRIATE TACTICS and TACTICAL OPTIONS
What TACTICAL OPTIONS do you have available?
By showing and/or using the tactic(s) selected:
Officer Presence & Tactical Communication (At all times)
Handcuffs
Empty Hand Techniques (Physical Restraints and Strikes)
