the receiver’s understanding of the message or lack thereof

Enunciation is
the act of speaking clearly and concisely
Diction is
the words and phrases used to communicate
Phrasing
the ordering of words you choose to use and also the “chunking” of the words into breath units or groups of thought.

not currently at the scene, but reporting something witnessed or heard

referring agency, alarm company, or person
