Explain the difference between a tailgate
inspection and a rural tailgate inspection:
Tailgate inspection – Brief inspection of the
goods inside a container, conducted from the
doors without entering the container, where the
focus is on the reasons for the tailgate inspection
as outlined on the AIMS direction
- Rural tailgate inspection – performed on
containers destined to be unpacked in an area
assigned a rural postcode. Typically includes a
tailgate inspection and an external container
inspection.
What documentation is associated with tailgate/rural tailgate inspections?
AIMS entry and inspection direction
Consignment related docs (bill of lading, invoice, packing list)
BICON conditions
Tailgate inspection matrix
List the main WHS hazards that may exist
Trips or falls from any height
Containers carrying dangerous goods
Unsecured container doors
Unsecured commodity
Exposure to fumigant
Mobile plant moving around inspection site
Environmental conditions
Mitigation from trips/falls
Establish a secure base level
Maintain 3 points of contact
Use harness when necessary
Mitigation of dangerous goods/hazardous
Dont open dangerous goods or hazardous chemicals
Appropriate labelling will be on paperwork
Mitigation of unsecured container doors
Ensure person in charge or AA site personnel is present to open the door
Container doors are secured with straps where appropriate
Ensure person in charge or AA personnel is present to hold/brace doors open
Stand at least 3 metres from container doors when theyre opened
Mitigation of unsecured commodity
Be aware that goods can slip and bulkheads can fail. Look for bulging bulkheads
Mitigation of exposure to fumigant
Stand at least 3 metres from container
Use a fumigant detection device
Mobile plant
Ensure all vehicles in the immediate area have stopped
Stand in approved areas
Use approved walkways
Enviornmental Conditions
Determine if inspection can even proceed in adverse weather
Wear appropriate clothing for adverse weather conditions

List the steps taken to undertake a tailgate inspection
- Ensure WHS hazards are controlled
- Verify container number matches docs
- Ensure seals are intact
- Verify seal number matches documentation if required
- Determine if container is carrying dangerous goods
- Stand at least 3 metres from container doors
- Ensure doors are fully opened and secured
- Confirm no hazardous gases are present using PID
- Approach container. From open doors, examine and risk assess doors, seals, walls, roof and floor area including edges, hinges and catches
- Look for presence of biosecurity risks
Explain the procedure to be followed if the
seal is broken, missing or does not match
documentation
- Record the discrepancy on the AIMS entry
- Take photographs
- Advise PIC
- Advise Border Force
- Submit a non-compliance report
- When all parties are satisfied, continue the inspection

5ppm - move away to 3m and wait for at least 2 minutes
If it happens again wait at least 10 minutes
If it happens after 3 separate attempts. Stop inspection
What reading on a PID is considered high and what action is to be taken
20 ppm. Immediately remove yourself from the area and contact team leader to discontinue the inspection.
