What is exposure?
Means the potential for harm (physical or otherwise) to people, or the security of places or things. Exposure can be mitigated through assessment and planning.
What is Necessity
Is the assessment to determine if there is a need for the operation or intervention to proceed now, later or not at al
What is response
Means the proportionate and timely execution of police duties aided by the appropriate use of tactics and tactical options.
What is complacency
Complacency: “A sense of contentment, over-confidence or self-satisfaction, especially when coupled with a lack of awareness of danger, trouble, or controversy

What does TOR stand for?

When must you fill out a TOR
A TOR must be submitted when, in the execution of a duty, a Constable or Authorised Officer shows or uses reportable force on any person regardless of whether or not that person has been arrested.
What is show of force?
- a TASER (i.e. presentation, laser painting or arcing)
* a firearm.
What is uses force?
- Metal or plastic handcuffs
- Any other mechanical restraint
- Empty hand techniques excluding touching, guiding, escorting, lifting
- OC spray (spraying)
- A baton (striking)
- A weapon of opportunity e.g. Police torch
- A Police dog when the subject is bitten and / or otherwise injured
