What is the definition of icing conditions?
• A SAT on the ground or at takeoff or a TAT in flight of 10ºC or below,
AND
• Visible moisture is present OR Ramp, taxiway or runway surfaces are contaminated.
What is the definition of Visible Moisture?
The presence of Clouds, Fog, Visibility 1 SM or less, Mist, Rain, Snow, Sleet or Ice Crystals

Reduced thrust takeoffs are prohibited when:
- The runway is contaminated with standing water, slush, snow or ice;
- Windshear is present or suspected;
- Runway performance does not allow for FLEX power.
The use of reduced takeoff thrust procedures is not allowed on:
- Runways contaminated with standing water, slush, snow or ice;
- Wet runways UNLESS suitable performance accountability is made for the increased stopping distance on the wet runway surface.
