Purpose of a Flag?
as an administrative tool (not punishment/restrictions) for: -prevent execution of favorable actions to a Soldier who may be in an unfavorable status
-prevent movement of a Soldier when it is in the best interests of the Army for the Soldier to remain in his or her current unit or at his or her current location until cleared of ongoing actions
How often are active Flags reviewed?
Unit Commanders: At least monthly BN
Commanders: Flags > 6 months old are reviewed monthly
Timeline for Flag initiation/removal?
Within 3 working days after determination
2 categories of Flags?
Nontransferable (to another unit)
Transferable (to another unit)
Nontransferable Flag circumstances:
Commander’s investigation
Law enforcement investigation (civilian/military)
Adverse Actions (UCMJ proceedings; AWOL)
Involuntary separation/discharge (QMP; NOT MEDBOARD)
Pending “removal/consideration from command, promotion; school selection”
Referred “Relief for Cause” NCOER/OER
Security Violations/Clearance/National Security
Drug/Alcohol Abuse adverse actions
Nonrecommendation for automatic promotion (PFC-SPC; 2LT; CW2)
Lautenberg Amendment (felony for domestic violence convicts to possess firearms)
Family Care Plan (fail to provide/maintain adequate FCP)
Medical personnel licensing; Chaplains; Court personnel licensing

How will soldiers be notified of a Flag?
Counseling, in writing, by the flagging authority, unit commander, or first line supervisor
When will Flags be removed?
When issues are resolved, punishments complete, separation transition point; etc…
What are the actions prohibited by a Flag?
reenlistment, extension, reassignment, awards, promotions, military schooling (NCOES); SRB payment; advance leave; assumption of command; etc..
