If employees are entitled to receive termination benefits regardless of when they leave or if they will not be retained to render service beyond the minimum retention period, a liability for the termination benefits should be recognized at its fair value at the communication date. (The minimum retention period should not exceed the legal notification period, or in the absence of a legal notification requirement, 60 days.)
