Real property
consists of lands and improvements to land, buildings, and structures. Includes equipment affixed and built into the facility as an integral part of the facility but not moveable equipment
Personal property
any government property not considered real property
Non expendable (N)
property that is not consumed in use and retains original identity during its period of use
Durable (D)
property not consumed in use, does not require property book accountability, but because of its unique characteristics requires control when issued to the user (ex. hand tools)
expendable (X)
property that is consumed in use or loses its identity in use
Accountability
is the obligation to keep records of property, documents or funds
responsibility
obligation of individual to ensure that Gov property and funds entrusted to his possession, command or supervision are properly used and cared for and that proper custody and safekeeping are provided. There are 5 types of responsibility
Command responsibilty
commanders are obligated to ensure all gov property is used and cared for properly
supervisory responsibility
obligated to ensure all gov property is used and cared for properly
inherent in all supervisory positions
direct responsibility
obligation of a person to ensure all gov property for which they have receipted is properly cared for. direct responsibility results from assignment as an accountable officer ,or signed for on hand receipt
personal responsibilty
The obligation of a person to exercise reasonable and prudent actions to properly use,
care for, safeguard, and dispose of all Government property issued for, acquired for, or converted to a person’s
exclusive use, with or without receipt.
