what is congressional debate?
Mock legislative assembly where students draft bill and resolutions which they later vote on.
What does the presiding officer (PO) do?
He is a leader that runs the chamber by recognizing people to speak or move.
What is precedence?
The PO has to pick a person to speak that has spoke the least, but this can change if there is authorship.
What is recency?
The PO chooses the person that has spoken the longest ago to speak.
How long is a speech in Congressional Debate?

What is a bill?
Bills are a type of legislation that describes the details of how a policy would be enacted, if voted onto law by the assembly.
What is a resolution?
Resolutions are supporting arguments.

You are ranked best to worst based on speaking and questioning.
