ROE, what is CSD
The act of defending designated non u.s. citizens , forces or property and the interest from a hostile act or demonstrated hostile intent. Only the President or SECDEF may authorize the exercise of CSD. Generally implemented during combined operations.
Hostile Act
An attack of use of force against the United States, u.s. forces or other designated persons or property. It also includes the force used directly to preclude or impede the mission and or duties of the u.s. forces including the recovery of u.s. personal and vital government property.
Hostile Intent
The threat of imminent use of force against the United States, u.s. forces or other designated persons or property. It also includes the threat of force to preclude or impede the mission and or duties of the u.s. forces including the recovery of u.s. personnel or vital government property.
Principality of proportionality in ROE
The use of force in self defense should be sufficient to respond decisively to hostile acts or demonstrations of hostile intent. But the nature, duration and scope of force should not exceed what is required. The concept of proportionality should not be confused with attempts to minimize collateral damage in offensive operations.
Fragmentary order
Usually a brief given in oral or written message containing timely changes to subordinate and supporting commanders while providing notification to higher and adjacent commands.

Deadly force
Force that is likely to cause, that a person knows or should know would create a substantial risk of causing death or serious bodily harm or injury.
Operation order
A directive issued by a commander to subordinate commanders to effect the coordinated execution of a specific operation.
Warning order
Preliminary notice of an order or action that is to follow at some future date. It may be issued to alert subordinate commands and to give subordinate commands time to make necessary plans and preparations.

I will never surrender of my own free will. If in command, I will never surrender the members of my command while they have the means to resist.
