Three things occur in the planning initiation phase (pisel 2008)

Two functions should occur in the Planning Guidance and Scheduling phase:
- leadership intent is articulated and
- a planning schedule is established.
The Analyses phase contains two critical and distinct elements (pisel 2008)
- the environmental analysis and
- the needs/gap analysis.
