Q

Describe the purpose of phasing

A

(i.e. dividing an operation into definitive phases) assists the commander and staff to visualize and think through the entire operations or campaign and to define requirements in terms of forces, resources, time, space, and purpose.

Q

Recognize the value of air apportionment, and a caution of using “priority” as the air apportionment method (2 Parts)

A

Value: because it allows the JFC to ensure the priority of the joint air effort is consistent with campaign or operation phases and objectives… Ability to rapidly shift from one function to another… SRD can recommend JFACC’s relative priority and level of effort that may be applied to various JFC and/or JFACC objectives.

Caution: a caution worth considering when using Apportionment by Priority: it is vital that we ensure there is a clear understanding between the JFC and JFACC of what we mean by first (or higher) ‘priority’.

Explain if Weight of Effort means give it the heaviest WoE or the Airman preference that priority means “first (or higher) call on resources”

Q

Describe the Analysis Correlation and Fusion (ACF) Team/ACF Strategist support to SRD.

A

ACF - two cells –>analysis and unit support. Embed into Divisions coordinate with the ACF team chief.

Strategist: serves as the SRD’s primary intel analysis for all operational-level planning conducted by SPT, SGT, and OAT. Translates ISRD requirements.

Q

Identify the information the Targeting Effects Team (TET) provides to the SRD to support planning.

A

inputs to apportionment recommendtation for the JFACC based on the targeting scheme. TET support to SRD must coord to develop the targeting scheme.

Below may not apply for SOB:
Target Development and Scheme of Maneuver. Including target nomination and JIPTL

Q

Describe the general contents, purpose, and uses the ATO folder / ATO “Football” and its importance to the teams in the SRD

A

Generally: Consolidated documents applicable for that ATO.

Specific: Hardcopy of pertinent information from the ATO coordination folder that is carried by the ATO coordinator. AOD, TET’s approved JIPTL, MAAP brief, ATO coord logs. RTSA (Intel) annex. The actual ATO. SPINS. etc…

15
Q

State when assessment begins

A

Operational Assessment (OA) begins during mission analysis – when the commander and staff determine the JFACC end states, which clearly state the desired conditions that define success for the air component.

16
Q

Recall the primary responsibility of the OAT

A

OAT is responsible for analyzing the effectiveness of past and present joint air operations, combining this analysis with a look at future plans and operations and recommending adjustments to plans and guidance to achieve the desired end state conditions.

*Assesses and recommends changes to CFACC strategy and guidance.

17
Q

Identify who normally develops and approves the Assessment Information Requirements (AIR)

A

AIR should be developed by the OAT in close coordination with the organization most capable of reporting the required information.

AOC Director or JFACC should review and approve the AIRs and reporting responsibilities.

18
Q

State the process used in operational planning.

A

JPPA - Joint Planning Process for Air

19
Q

List techniques to save time in the planning process

A

Increase the commander’s involvement

Limit the number of COA’s to develop

Maximize parallel planning

Increase collaborative planning

Use liaison officers

+abbreviated JPPA, still include all steps but focus on updates/changes plus the other items.

20
Q

Explain the SPT contribution to detailed phase planning

A

SPT plays a leading role in all planning…

Phase planning involves operational art and design along with careful development of the objectives, tasks, measures and indicators for each phase.

+ Techniques for adjusting phase plans: varying ends, ways, and means. (CDR’s control risk) +Little c coa’s.

21
Q

Recall the methodology used for the apportionment recommendation

A

The methodology the JFACC uses to make the recommendation* to the JFC for approval.

*may include priority or percentage of effort devoted to assigned mission-type orders, JFC objectives, or other categories significant to the campaign or operation.

22
Q

Define branch plans

A

Contingency options built into the base plan used for changing the mission, orientation, or direction of movement of a force to aid success of the operation based on anticipated events, opportunities, or disruptions caused by enemy actions and reactions.

23
Q

Define sequel plans.

A

Subsequent major operation or phase based on the possible outcomes (success, stalemate, or defeat) of the current major operation or phase.

24
Q

Discuss the purpose of the AOD.

A

AOD provides JFACC guidance for the planning, execution, and assessment of the ATO to achieve JFACC objectives and intent.

25
Q

Describe the frequency of the AOD publication.

A

The normal AOD publishing cycle is every 24-hours.

26
Q

Describe the AOD format prescribed by joint doctrine.

A

AOD should be presented in a traditional five paragraph format.

Situation - JFC air apportionment decision; projected enemy intent

Mission

Execution - end state conditions and purpose; priority of effects this ATO’s operations; how the JFACC will employ joint multi-domain capabilities during this specific ATO.

Admin and Logistics

Command and Control

+Annex: for prioritized Tactical Objectives and Tactical Tasks that are required to be executed during this AOD period.

27
Q

Identify the inputs SGT requires from the SRD Chief, OAT, and SPT to support AOD development (i.e. AOD Development Step 2).

A

SRD Chief Guidance. Provide guidance received from the JFACC and/or AOC Commander.

Input from OAT. Assessed progress on achieving JFACC objectives.

SPT’s Phase Plan Revisions. Based on guidance and assessment, SPT coordinates adjustments in the phase plan and provides SGT operational level phase guidance. Usually an adjustment of apportionment at the tactical task level and not a reprioritization of tactical tasks.

28
Q

Identify the input SGT requires from the ISRD and component liaisons to support AOD development (i.e. AOD Development Step 3).

A

ISRD: projected enemy capabilities and intent for the AOD execution period.

Liaison: other component commander’s intent and more importantly, the prioritized desired effects of air operations for the AOD period.

29
Q

Explain how the SGT and Targeting Effects Team collaborate to develop the AOD (i.e. AOD Development Step 6).

A

SGT, normally accompanied by SPT, provides SPT’s prioritized TOs and NLT times for their accomplishment to TET to guide target selection. Focus on the feasibility of achieving TOs by the time required.

+ Tactical Task Prioritization. SGT coordinates the tactical task priorities with TET for the AOD period. TT priority modified to ensure compliance with JFC guidance, intent, and concept of operations.
