Temporary holds operating system and program files that user is using. this makes it easier for CPU to retrieve specific files working on instead of looking through overcrowded hard drive

What is the difference between data rate and transfer speed/frequency
Data Rate is the amount of data that can travel across a given bandwith. It is expressed as PC3-… transfer speed or frequency measures how fast the data can be transfered. It does not have any letters infornt of the number.
What is meant by RAM Timing and latency response
RAM timing and latency response measures how fast RAM can respond to request in nanoseconds. The lower the number, the faster the response rate.

CAS Latency is the delay in clock cycles between the READ command and the moment data is available

The lower CAS means that the delay in clock cycle is less. therefore, the lower number is better
