Con Ed is not the only entity generating Hi Pr steam in NYC. High pressure steam, generated for use in housing complexes, hospitals and various commercial locations, can be found in any borough. These District Steam systems will have the same hazards as the Con Ed system but will not be run or maintained by the Con Ed. When discovered, district steam systems shall be entered into the CIDS Program
HELB incorrect
A: Only enter a Con Ed Steam Generating Plant without Con Ed personnel when there is a life hazard.
B: Con Ed White Hat can remain at the Command Post as a Technical Specialist.
C: Plant personnel will mitigate the emergency. FDNY should only enter the plant to perform search and rescue for missing plant personnel.
D: Contact the Con Ed White Hat who can provide critical info and an escort if entry is necessary, as well as provide a personnel accountability report to see if anyone is missing
Never enter a Con Edison generating plant without Con Ed personnel. Instead, respond to the designated mustering site outside the plant.

A: Plant personnel will mitigate the emergency.
B: Enter the generating plant to perform search and rescue for missing plant personal only after a con ed escort is provided.
C: Recognize this is not a haz-mat incident because there will not be asbestos in a steam generating plant.

Steam and HELB correct (2)
- Underground steam pipes are most commonly wrapped in asbestos insulation and a HELB will likely result in an asbestos release that spreads over a large area.
- Asbestos remains in most Con Edison steam manholes.
- Asbestos has been removed from most underground piping.
- Escaping high pressure steam can hurl debris at a maximum of 150 mph. Anyone in the vicinity of the break is in danger of being struck by flying, high velocity debris.
- The noise of escaping steam will make radio and verbal communication ineffective in the immediate vicinity of the release.

EP Steam 4.2
HELB incorrect
A: Do not randomly shut steam valves inside of a supplied building.
B: Once a steam valve is shut, do not reopen it and notify Con Edison.
C: In an emergency, members may shut the Inside Service Valve which will be labeled and sealed.
D: The building steam shutoff valve should be shut by Con Edison steam personnel or FD members under the supervision of a chief and in consultation with Con Ed white hat.
D There is a building steam shutoff located outside the building. FD members should not attempt to shut this valve. This valve should only be shut by Con Ed steam personnel.
10-60 transmitted for a ruptured steam main that could be a terrorist attack. Incorrect
A: Probable presence of asbestos makes this a haz-mat incident until proven otherwise by sampling/ testing
B: All responding units must report to the Staging Area, regardless of alarm level or assignment.
C: Responding units shall monitor radiation detection devices upon receipt of an alarm for a ruptured steam main.
D: Implement a command channel early and consider utilization of the Interoperability and FDNY/NYPD TAC “U” ch.13, Post Radios and/or the 800Mz radios.
B. All responding units must report to the ICP in an area that is safe from flying debris and is far enough away from the noise of the burst main to allow voice communications.
Personnel accountability is essential and all responding units and Chief Officers must report into the ICP.
