A

Regulations are intended to fill in the details of substantive law. E.g. all cows in the field require ear tags and there are penalties for failure to comply.

A

Rules are usually used to set out the procedures which must be followed, particularly in court processes. E.g. setting out the processes for claims in the civil courts.
