- They haven’t done much - due to compromises - states won’t all agree
- States act in their own self interest

What would liberals and realist say
Liberals - yes - there are more important actors than states
Realist - no - states are still the main actors

One state cannot solve major issues, such as climate change, so states work together
- this is known are global governance

Liberals - would argue that it has had a massive impact
Realist - would say that this is exaggerated
