He essentially used them as a scapegoat because he knew that they(Cez Blazey) would allow the tour to go ahead. It was a way for him to keep his rugby fans happy by handing the decision over so that he wouldn’t get the blame.

He had several opportunities to cancel the Springbok’s visa’s, especially after the Hamilton game when there was a huge demand from the public to cancel them.
