Pilotage
Compulsory for all vsls except those under enrollment or engaged exclusively in the coasting trade on the west coast of US/Canada. Pilots are available directly through PSP or port Angeles pilot station VHF ch 13

USCG is in charge of compliance, supervision and enforcement of PSVTS

Tugs
Tugs up to 4000hp are available in bham and monitor VHF ch 7. Larger tugs can be obtained from Seattle with notice

Vsls should not pass inside of “4” Starr rock
If no tugs available
For docking and bham port docks the use of an anchor is recommend when winds prevail
Vsl backing out of whatcom
Backing out of whatcom creek waterway must stay on azimuth of the channel until abeam starr buoy

City fire chief is responsible for the prevention of hazardous fire conditions in the harbor
