Communication blackout due to ionisation blackout. Heat ionises the air and radio signals and cannot penetrate layer of ions.

Shallow angle do reentry and shuttle would “bounce off” atmospher into space. Too steep of an angle and heat would cause damage and would not be able to slow down.
