Sovereignty
Sovereignty-The rights to : self-government, self-determination, local linguistic, and cultural expression of people within an indigenous polity with regard to their territories and does not require complete independence.
Need-based sovereignty
Indians as wards of the state. Need service provision and occupy subordinate positions in settler states.
Economic double bind
Economic double bind - need economic resources to exercise sovereignty but leads others to challenge the legitimacy of their sovereignty and citizenship
