- Full independence [i.e. become a state];
- Free association with another state;
- Integration with another state.

Indian Tribes Possess
A
- all powers of any sovereign state;
- Conquest renders the tribe subject to the legislative power of the United States and, in substance, terminates the external sovereignty of the Tribe;
- Subject to qualification by treaties and by express legislation by Congress, but same as thus expressly qualified, full powers of internal sovereignty are vested in the Indian Tribes.
