A
- degree of entrenchment, changes endorsed by the people cannot be removed without a poplar vote
- the popular vote takes precedent over the ideas of representatives
- undermines the idea that no parliament can bind its successor, the public sees it as parliaments duty to deliver upon a referendum result - consecutive governements have been centralised around the issue of brexit

how might it be argued that referendums dont undermine parliamentary sovereignty?
A
- crutially they are only used on constitutional issues - outside of these issues parliament remains sovereign
- an act of parliament is required to hold a referendum
- the government can respond differently e.g north east devolution

- 2004 north east devolution referendum: 78% against
- the government in 2017 introduced many metro mayors in these areas none the less
