Elected by local and district soviets. Oversaw administration of cities and regions carrying out central orders. Passed concerns of regions and cities to Congress soviets
Local and district soviets
Elected by local inhabitants of area. Carved out central policies. Passed concerns of local areas to provincial and city soviets
