safety and risk management:
we will risk our lives a lot in a calculated manner to save savable lives.
we will risk our lives a little in a calculated manner to save savable property.
we will not risk our lives at all for lives or property that are already lost.
victims buried by trench collapse or under water for 10 min or more would be very unlikely to survive. recovery operation is required.
rescuers should consider notification time, dispatch time, response time and time on scene as part of the calculation.
Incident Command:
incident command sytem is used to facilitate the completion of the tactical objectives. the incident commander is the person who drives the command system to that end.

manages the incident including establishing strategic goals and ordering and releasing resources. command has ultimate responsibility for the effectivness of the on scene activities.

responsibile for the collection and evaluation of information (size-up) this would lead to the development of an oral or written action plan. planning should be an ongoing function on every incident.

first arriving combat unit or officer at the scene of a multiple unit incident response will establish command. that unit or officer will maintain this designation until command is either transfered or terminated.
rescue companies may give initial reports if first arriving unit on scene, but they will not establish command.

establishment of an adequent and sustained water supply (responsibility of 2nd due engine company)
and establishment of a Rapid Intervention Crew.

three tactical benchmarks will be requried via radio transmission on all incidents..
- all clear ( given upon completion of primary search)
- fire under control ( determination of resonable incident stabilization)
- fire loss stopped ( completion of all fire related work)
if command is unable to complete primary as indicated in all clear benchmark, proper radio transmission should be “unable to complete primary, structure fully involved”
