A

we will risk our lives a lot in a calculated manner to save savable lives.

victims buried by trench collapse or under water for 10 min or more would be very unlikely to survive. recovery operation is required.

rescuers should consider notification time, dispatch time, response time and time on scene as part of the calculation.

personal accountability:

A

it will be the company officers responsability to ensure that all personnel assigned to his/her company place their personal PAR tag on the apparatus ID ring upon reporting for duty. driver engineer will retain their PAR tag until assigned to a crew or work group at an emergency scene.

individuals will not be allowed to report to duty without their PAR tag and anyone doing so will be disciplined along with their supervisor who allows them to ride on an apparatus without a PAR tag.

this is considered safety equipment.

incident scene accountability:

A

first arriving agents or officers at an emergency scene that involves an IDLH fire atmosphere will insure that a “two in, two out” system is in place before any membver can begin interiot or confined space operations.

if a company arrives on scene with less than 5 members then other actions will be taken to begin fire control without intering the IDLH atmosphere.
only exception is for imminent rescue situations.

level one accountability:

A

level one accountability begins at the start of each tour day with the placement of members PAR tags on their assigned apparatus.

level two accountability:

A

begins at the deiscretion of the IC.
PAR rings will be collected from on scene and stagging personnel and a list of onscene personnel will be established.
recommended for multi alarm incidents, fire operations involving large area structures, emergency operations that involve a change from offensive to defensive modes, and anytime the IC feels an operation is progressing faster than on scene resources can control it.

level three accountability:

A

confined space, trench rescue, all hazmat incidents where a hot zone has been identified and hazmat has established an entry control zone.

consider level three accountability involving large area fires and high rise structure fires.

differance between level two and level three accountability:

A

strict control of entry into the IDLH atmosphere or hot zone.

the entry control officer will collect a PAR tag from each member entering the IDLH atmosphere of hot zone, record the entry time and name.

IC will establish time limit for work in the hot zone, once that time is reached the entry control officer will notify members and they must come out.

entry control officer will give them back their PAR tags once they have exited the control area.

Line of duty death and potentially life threatening injuries:

A

it shall be the responsibility of the personnel chief to obtain a blood sample and test for blood alcohol level.

cases involving nontraumatic injury such as heart attack, it is also necessary to meassure the level of carbon monoxide saturation in the blood.

Family notification:

A

int he event of a LOD or injury, it is the incident commanders responsibility to notify communications for futher notification.

notification is done by Personnel chief and honor guard.

rapid intervention crew:

A

assigned to the third due engine, can be relegated to 4th engine on working fire responses.

minimum number of members needed for RIC is 2, IC will increase the staffing of RIC to 4 members as soon as resources allow.

RIC officer will monitor the RIC channel and rest of crew will monitor TFR ops dispatch/ems channel and assigned command channels.

equipment each RIC will carry

  1. PPE
  2. thermal imaging camera
  3. hand light for each member
  4. portable radio for each member.
