The aim to divert offender away from the criminal justice system to avoid labelling them.
For example, Avon and Somerset operate a pre-arrest street diversion programme for people caught in possession of an illegal drug

Harsher prison sentences.
Incapacitation - crime can’t be committed if an offender is locked up
Deterrence - prison can put people off offending
