improve air quality, transport, generally try and look after community health
why will it be hard for environmental stakeholders to come out on top?
proximity to heathrow airport - much pollution from planes and also is close to the M4 - much vehicle pollution

local council, local economy and community groups, also the wider community/residents
overall has it been successful?
yes and to a large extent, despite the environmental drawbacks
