What is a declaration of security?

A

Basically a risk assessment regarding security and is requested when:

  • Ship operating at a higher security level than the port
  • There is agreement between contracting governments
  • There has been a security threat or incident involving the ship or port
  • The ship or port doesn’t have an approved PFSP
  • The ship is conducting activities with a ship that does not have an approve SSP

Completed by Master or SSO
and PFSO

Addresses security requirements to be shared between port facilities and ship

Brand new vessel, no ship security plan, how will you obtain an International Ship Security Certificate? (ISSC)

A

Company arranges a ship security assessment, a SSP will be drawn up from findings and sent to MCA and ship to follow. The ship will be given an interim certificate and 6 months to implement the SSP and fit a SSAS (Ship security alert system) A function test must be sent to the MCA.
When ship is happy they will pass the Initial ISPS audit, it will be arranged to prove compliance and an ISSC will be issued.

Security exercise must take place once per year, this is where you co ordinate a drill with an external body.

A

To remain onboard the ship from when it was built until it is scrapped.

  • treat humanly… feed clothes, medical, bunk
  • prepare statement with all information
  • arrange for repatriation at next available port
  • if outside the teritorial waters, don’t turn around, keep going
  • present stowaway to next port authorities
