What does the H in SHACKS stand for?
Heard - something heard such as the clink of metal in the pocket of someone who says they have nothing on them
What does the first S in SHACKS stand for?
Seen - something observed by the constable or another, such as placing a knife in a pocket.
What does the A in SHACKS stand for?
Actions - such as the person’s presence in a particular area, the time of day, trying to avoid police, etc.
What does the C in SHACKS stand for?
Conversation - either overheard or reported indicating possession of an article.
What does the K in SHACKS stand for?
Knowledge or intelligence - indicating that an individual is specifically or habitually carrying an article, for instance.
What does the second S in SHACKS stand for?
Smell - of fireworks or petrol lingering on clothing, for example.
