This phrase has a subject, but no verb.

No. because it has no subject. We don’t know who thought long and hard.
What is the simple subject in the following sentence?
The strange tall man ran the marathon in a duck costume.
Man. The simple subject is the noun or pronoun that the sentence is about. Ignore the adjectives that modify that noun when searching for the simple subject.
