what does open enrolment polices and parent choice mean?
that parents can apply to any state school in any areas and if school is under subscribed they must take the child

what does Tough and Brooks say about Covert selection?
backdoor social selection to cherry pick students - discourage w/c from applying e.g. high uniform prices, literature hard to understand, not adverts in poor areas
- faith schools require a letter of spiritual insight
