7 criteria for placement into ICF (as is feasible)
- Expected to be released to a sponsor within 30 days
- 13 or older
- Speaks English or Spanish
- No known special needs better served elsewhere
- Not pregnant or parenting
- It would not diminute their legal services
- Not a danger to themselves or others
When does orr cease placing UCs at an ICF?
If operational capacity is below 85% for at least seven consecutive days.
Definition of operational capacity
Net bed capacity of ORR’s state-licensed shelters and transitional foster care programs
When can an ICF be opened?
It can be opened if operational capacity is at or exceeds 85% for at least threee days
When should UCs all be transferred out of ICFs?
If transferring UCs out of the ICF does not raise operational capacity above 75%
How long should a UC be in an ICF?
Generally, a UC should not be an an ICF for more than 90 days. If not transfer by the 90 day marker, case manager should document why weekly
The4 Reasons a UC will not be transferred out of an ICF within 90 days
- The UC is almost at the 90 day mark, but will likely be released to a sponsor in the next 30 days
- No beds available in a state-licensed permanent facility appropriate for UC
- The UC and the child’s parent or legal guardian objects to the transfer
- The child was exposed to a public health concern and can’t be moved during a quarantine period
Three reasons UC program can consider not doing a transfer
- State or local law enforcement requests child not be transferred because of an ongoing investigation
- The child is actually in an out-of-network state-licensed facility
- The UCs attorney requests no transfer, and the child agrees
5 things providers must do within four hours of a UC arriving at an ICF
- Admit child in ORR databases
- Provide a meal and / or snack
- Give the child a chance to shower, treat any lice, and provide clean close
- Inventory the child’s belongings and paperwork
- Review and have IC sign notice of placement in ICF form
7 things within 24 hours of UC placement in ICF
- Provide UC with all docs from legal resource guide
- Explain rules and responsibilities, grievance procedures, and sexual abuse reporting procedures
- Provide an orientation on sexual abuse and harassment topics
- Contact child’s family about placement and determine if a sponsor lives in US
- Completes the initial intake assessment in ORR database
- Informs the child’s family about the application process for safe and timely release toa. Sponsor
- Informs guardian and potential sponsor that the placement is temporary
ICF staffing levels
1 youth care worker per eight children in waking hours
1 per 16 children in sleeping hours
Clinician and mental health staff to children ratios as are in standard orr cooperative agreements
ICF monitoring
ORR will send at least one comprehensive monitoring visit during an ICFs first three months, and quarterly thereafter.
ICF minimum services - 1. General
Proper physical care and maintenance including suitable living accommodations, food, appropriate clothing, and personal grooming items
ICF minimum care 2 - medical care
Appropriate routine medical and dental care, family planning including pregnancy tests and information about and access to medical reproductive health service and contraceptions, emergency health care, medical examination within 48 hours of admissions, immunizations, prescribed medicines, and appropriate mental health interventions
ICF minimum care 3 - needs assessment
Includes various intake forms, essential data relsating to identification. And history of a child and her family, Id of special needs including immediate intervention needs, educational assessment and plan, assessment of family relationships and interaction with adults, peers, and authority figures, statement of releigious preferencec assessment of uc personal goals, strengths and weaknesses, info on immediate family etc who may be in us
