The architect may recommend withholding of payment on any of the following:

• failure of contractor to make payments to sub-contractor or for material and labor.

• 3 copies of keying schedule
• Guarantee bond equivalent to 30% of the contract price covering a period
of 1 year after the final acceptance of the work.
