No it is a framework within which you can employ processes and techniques.

What do the rules do in the framework?
They bind everything together in the framework.
What theory underlies the foundation of Scrum?
Process control/ Empiricism.
Knowledge comes from experience and making decisions based on what is known.
What are the three pillars of empirical process control?
Transparency
Inspection
Adaptation
What is transparency?
Visiblity towards those responsible befined by a common standard.
What is Inspection?
The process of identifying undesirable variances from artifacts and processes.
What is Adaptation?
Adjusting process or material wen deviating outside acceptable limits
