determine if an EIA is needed or not. procedure has 4 results:
1. No EIA required
2. EIA Required
3. Limited EA required
4. Further study is required
What are the 4 types of screening
case-by case (checklist of regulations/criteria)
List based (inclusion/exclusion list)
Threshold Based (place projects into categories and set thresholds)
Hybrid (threshold with case to case consideration)
describe screening under the IAA 2019
triggering process uses a project list that identifies types of projects that may require and EIA (renewable energy, Oil and gas, marine/freshwater , mining, nuclear, hazardous waste, federal/protected lands)
when a project is on the list proponent must provide the Agency with an Initial Project description
must be approved by a committee of ministers
what is scoping?
Identify biophysical and human environments that may be affected to determine the parameters that should be addressed in EIA .
Describe the 2 types of scoping
Open Scoping: Scope and content is determined by transparent process based on consultation with varied interests and the public
Closed Scoping: content of the scope is predetermined by law. Any changes are closed consultation between agency and proponent

step 1: Project Alternatives
Describe the alternatives to and alternative means of the project.
Alternatives to: do nothing
Alternative means: different options of the project that meet the same purpose

Step 2: Identify VECs
VEC: Aspects of the environment, physical and human,
that people value and are considered important from a scientific or public perspective
use of good indicators
Establish VEC objectives
