Garima Greh
Government supports Community based organizations (CBOs) for setting up and maintenance of 12 “Garima Greh” - shelter homes for transgender persons at Delhi, Thane, Kolkata(2 Garima Greh), Mumbai, Bhubaneshwar ,Vadodara, Raigarh, Chennai, Jaipur,Patna and Raipur.
Garima Greh provides shelter to Transgender persons with basic amenities like shelter, food, medical care and recreational facilities. Besides, it also provides support for the capacity-building/skill development of Transgender persons.
E-GOVERNANCE SYSTEM
Under Digital India Programme, Ministry of Panchayati Raj is implementing e-Panchayat Mission Mode Project (MMP), in all the States/ UTs of the country. The aim is to revamp the functioning of Panchayats and to make them more transparent, accountable and effective. Ministry has launched eGramSwaraj, an accounting application to simplify Panchayat work like planning, accounting and budgeting. In order to ensure better financial management of PRIs for enhancing transparency & accountability in maintenance of accounts, the eGramSwaraj has been integrated with Public Finance Management System (PFMS) to make real time payments to vendors/service providers. A Training Management Portal (TMP) has been developed and launched to monitor real time progress of trainings conducted in various categories, subject areas and stakeholders under the revamped Rashtriya Gram Swaraj Abhiyan (RGSA) scheme. An application of ‘AuditOnline’ has been developed for online audits of Panchayat accounts and their financial management.
Ministry is encouraging the Panchayats to adopt their own Citizens’ Charter for successful delivery of services for which the Ministry has formulated the model Citizens’ Charter and shared with the States. Adoption of such Citizens’ Charter by the States is being monitored through dedicated portal. So far, Citizen Charter has been uploaded by 2.15 lakh Gram Panchayats (GPs) and offering 954 services.
For attaining the vision of Digital India, BharatNet project is being implemented by Department of Telecommunications in a phased manner to create network to connect all the GPs by broadband in the country. As on 27.07.2023, under BharatNet project, 1,99,291 GPs have been made Service Ready in the country and 18,110 GPs have been made Service Ready in Madhya Pradesh. From 30.06.2021 the scope of BharatNet has been extended up to all inhabited villages beyond GPs in the country.
National Action Plan for Drug Demand Reduction (NAPDDR)
The Ministry of Social Justice and Empowerment has launched the National Action Plan for Drug Demand Reduction (NAPDDR) which is an umbrella scheme under which financial assistance is provided to (i) ‘State Governments/ Union Territory (UT) Administrations for Preventive Education and Awareness Generation, Capacity Building, Skill development, vocational training and livelihood support of ex-drug addicts, Programmes for Drug Demand Reduction by States/UTs etc. and (ii) NGOs/VOs for running and maintenance of Integrated Rehabilitation Centers for Addicts (lRCAs), Community based peer Led Intervention (CPLI) for early Drug Use Prevention among Adolescents, Outreach and Drop In Centers (ODIC), District De-Addiction Centers (DDACs); and (iii) Addiction Treatment Facilities (ATFs) in Government hospitals .
NMBA was launched on 15th August 2020 by Ministry of Social Justice & Empowerment and is being implemented in 372 identified most vulnerable districts. Nasha Mukt Bharat Abhiyaan intends to reach out to the masses and spread awareness about substance use with focus on higher educational Institutions, university campuses & schools, reaching out & identifying dependent population, focus on counseling & treatment facilities in hospitals & rehabilitation centers and Capacity building programmes for service providers.
Till now, through the various activities undertaken on-ground, 10.47+ crore people have been sensitized on substance use including 3.34+ Crore Youth and 2.22+ Crore Women.
Participation of 3.23+ Lakh educational institutions has ensured that the message of the Abhiyaan reaches children and youth of the country.
A strong force of 8,000+ Master Volunteers (MVs) have been identified and trained.
Awareness through official Social Media accounts of the Abhiyaan on Twitter, Facebook & Instagram.
NMBA Mobile Application developed to gather and collect the data of NMBA activities and represent on the NMBA Dashboard at district, state and national level.
NMBA Website (http://nmba.dosje.gov.in) provides detailed information and insights to the user/viewer about the Abhiyaan, an online discussion forum, NMBA dashboard, e-pledge.
A National Online Pledge to be Drug Free had 1.67+ Crore students from 99,595 educational institutions pledging to be drug free.
MoUs have been signed with Spiritual/Social Service organizations like The Art of Living, Brahma Kumaris & Sant Nirankari Mission to support to NMBA and conduct mass awareness activities.
Transgender Persons (Protection of Rights) Act, 2019
The Transgender Persons (Protection of Rights) Act 2019, section 13 provides that every educational institution funded or recognized by the appropriate Government shall provide inclusive education and opportunities for sports, recreation and leisure activities to transgender persons without discrimination on an equal basis with others.
Department of School Education, MoE implements The National Education Policy(NEP), 2020 which envisages an inclusive and structural change in the educational system. It focuses on ‘Equitable and Inclusive Education’ which reverberates the idea that no child should be left behind in terms of educational opportunity because of their background and socio-cultural identities. NEP, 2020 identifies transgender children as Socio-Economically Disadvantaged Groups (SEDGs) and provides for equitable quality education, inter-alia, for all such students. This includes provisions for assisting transgender children in gaining access to education, support for community-based interventions that address local context-specific barriers to transgender children’s access to and participation in education, thereby aiming to eliminate any remaining disparity in access to education for children from any gender or other SEDGs.
Under Samagra Shiksha, teacher and school heads are trained under NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement), a nation-wide integrated teacher training program. NISHTHA, inter-alia, covers relevance of Gender Dimensions in Teaching and Learning Process, which helps teachers to use and adopt learning activities that foster gender sensitive classroom environment. Further, teachers are also oriented on counseling, provisions of POCSO Act, Juvenile Justice Act, School Safety guidelines, helpline and emergency numbers, drop-box for complaints, etc.
In addition, National Council of Educational Research and Training (NCERT) has developed material including training modules for the capacity building of teachers on the issues related to gender in education. NCERT has been training teachers, teacher educators and school heads on gender sensitization with an all-inclusive approach. The concerns related to transgender children are addressed in different textual and training materials/manuals/modules.
Ministry of Social Justice and Empowerment is implementing Integrated Programme for Senior Citizens (IPSrC), a component of the scheme of Atal Vayo Abhyuday Yojana(AVYAY)
The Department of Social Justice and Empowerment is implementing Integrated Programme for Senior Citizens (IPSrC), a component of the scheme of Atal Vayo Abhyuday Yojana(AVYAY), under which grant-in-aid is provided to Non-Government/Voluntary Organiszations for running and maintenance of Senior Citizens’ Homes, Continuous Care Homes, etc., to provide facilities, like, shelter, nutrition, medicare and recreation free of cost to the indigent senior citizens.
PM-YASASVI SCHEME
Ministry of Social Justice and Empowerment is implementing an umbrella scheme namely PM Young Achievers Scholarship Award Scheme for Vibrant India (PM –YASASVI) for OBC and others. It has following five components:
- Pre-Matric Scholarship for OBC, EBC and DNT Students
- Post-Matric Scholarship for OBC, EBC and DNT Students
- Top Class School Education for OBC, EBC and DNT Students
- Top Class College Education for OBC, EBC and DNT Students
- Construction of Hostel for OBC Boys and Girls
NAMASTE SCHEME
Government was implementing a Central Sector Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS). This is a gender neutral scheme targeting occupation based identification and rehabilitation of manual scavengers. The following were the provisions for providing assistance to the identified manual scavengers for their rehabilitation:-
- One-time Cash Assistance of Rs. 40,000/- per family has been provided to all identified and eligible 58098 manual scavengers.
- Capital Subsidy upto Rs. 5,00,000/- has been provided 2313(including 1088 women) manual scavengers and their dependents to take up alternate self employment projects and 641 beneficiaries (including 93 women) for sanitation related project.
- Skill Development Training has been provided to 22294 manual scavengers including women and their dependents (including 12467 women) with stipend @ Rs. 3,000/- per month during the training period. The successfully trained candidates are also provided Government recognized training certificates and assistance for sustainable employments.
- Health Insurance under Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) to the families of all the identified manual scavengers.
The nomenclature of (SRMS) scheme has been changed to National Action for Mechanised Sanitation Ecosystem” (NAMASTE) including above existing components of SRMS.
Rashtriya Vayoshri Yojana(RVY)
The Department of Social Justice and Empowerment is implementing the scheme of “Rashtriya Vayoshri Yojana(RVY)” with the objective to provide the senior citizens, suffering from any of the age related disability/infirmity, with assisted living devices which can restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested such as low vision, hearing impairment, loss of teeth and loco-motor disabilities.
Funds are released to the Artificial Limbs Manufacturing Corporation(ALIMCO), a Public Sector Undertaking under the administrative control of the Ministry of Social Justice and Empowerment, as a sole implementing agency of the scheme.
The scheme was launched on 01.04.2017 for providing physical aids and assisted-living devices to senior citizens belonging to the Below Poverty Line(BPL) category. The scheme has been revised in the year 2020-21. After the revision, the assisted-living devices are being provided to the senior citizens belonging to the BPL category and also to the senior citizens with monthly income not more than Rs.15000/-.
All the districts of the country have been selected for implementation of the RVY. The scheme is implemented in two steps in the districts:
Assessment Camp: In the assessment camp, the ALIMCO identifies the beneficiaries, suffering from the age related disability/infirmity, for required aids & appliances.
Distribution Camp: The aids & appliances are provided to the identified beneficiaries post assessment camp.
Sagarmala Project
Sagarmala is the flagship Central Sector Scheme of the Ministry of Ports, Shipping and Waterways to promote port-led development in the country. Ministry has issued revised Sagarmala Funding Guidelines on 5.4.2023. As per revised Funding Guidelines, the fund contribution from Sagarmala Programme (from the budget of Ministry of Ports, Shipping and Waterways) in any project will be limited to 50 per cent of estimated project cost as per DPR or tendered cost, whichever is lesser. However, Ministry of Ports, Shipping and Waterways may provide 100% financial assistance for any project based on uniqueness, strategic nature, necessity, merits, financial condition of the Major Port, etc subject to the approval of Minister in charge of Ministry of Ports, Shipping and Waterways.
PM Vishwakarma
