what is the Maritime SAR assistance Policy (MSAP)
1982 Minimize competition or interfere with commercial enterprise
Directed because of the concern that coast guard resources were being used unnecessarily to provide non emergency assistance to disabled vessels that could be preformed by a private sector
General salvage policy
- No commercial salvage is available
- limited operations will prevent a worsening situation
- OIC permission
- CG boat and crew will not be unduly hazarded

- log it (speak over radio)

Uncertainty: when there is knowledge of a situation that may need to be monitored or needs more information gathered
Alert: craft or person is experiencing some difficulty and may need assistance but is not in immediate danger
Distress: grave or immediate danger exists requiring immediate response
What are the coxswains responsibilities
Coxswain responsibility in order of precedence
• safety and conduct of crew and passengers
•safe operation and navigation of boat assigned
•completion of all mission or sortie
•respond to observed hazards of life or property within our capabilities and legal authority
•respond to violations of the law, abide by all federal laws
•verify ATON discrepancies

A safe haven is considered to be a place that can accommodate and will accept the safe mooring of the vessel
