To free from elements by cleansing or disinfecting filth or pathogens that endanger health.

What are two good qualities of bleach?
It is broad spectrum.
It is relatively inexpensive.
Highly effective disinfectants which kill a lot of germs. Do not have a harsh smell or fumes but do have a medicinal smell.
