For the police service to be recognized as a learning organization it must have the capacity to continually gather and analyze information, assess organizational performance, and make the adjustments required to deliver effective policing services. The goal is to achieve greater organizational effectiveness. Police services that ARE learning organizations are continually interacting and gathering information from the environments in which they police as well as from other external sources including “best practices”. A learning organization is continually expanding its capacity to create its future. This involves creating an organizational environment that interacts with its external environment, rather than being isolated from it.
What is an environmental scan?
Environmental Scans are studies that identify forces in the communitythat may affect the demands that will be made upon the police. A typical environmental scan involves gathering information from a wide range of sources. Such sources include:
- demographic social and ecanomic trends
- crime trends
- public perceptions of and satisfaction with the police
- the impact of technology
- human resources
- finances
- the goals and objectives of the police service
- a profile of police personnel
- the impact of federal legislation, TCJA, Charter of Rights and Freedoms and provincial legislation such as Police Act
