What are the contents of a Site Safety Plan?
Incident information, operational period, work assignments, hazard identification, mitigation controls, hazardous substances (properties, target organ, exposure routes, PPE), Monitoring instruments, decon, site map (evacuation routes, decon area, security perimeter, etc), medical info
What is the applicability of the SSP during a spill?
Applies to everyone no matter what organization they are with
What are the responsibilities of the OSC at a spill site?
Must comply with 29CFR1910.120 and is responsible for the safety of contractors and the public
What are the training levels for a spill response?
First responder awareness level: Recognize a release and make notifications
First responder Operations Level: Prevent the spread
HAZMAT Tech: Secure the release
HAZMAT Specialist: Secure release at a higher level
What are some roles a volunteer can undertake in a spill response?
Used in very low risk activities and only after receiving appropriate training. Ex: assistance in the command post, logistics, staging areas, check-in.
The OSC should look to employ affiliated volunteers (as this helps with liability).
What is some of the training volunteers must have?
Should have specialized training for the job they are going to be doing. Must have basic health and safety training
What is the purpose and content of a Decontamination Plan?
The purpose is to protect workiers from Hazardous substances
Part of the SSP and should include: Decon stations, equipment, methods, disposing of contaminated clothing and equipment
What is the purpose of a Disposal Plan?
It is a plan that implements what the RP will do with collected oil and waste, IAW with State regulations and transportation regulations
