Exceptional circumstances would make it wholly impracticable
What is s1 PACE 1984?
A police Constable may > detain in order to search > any person > any vehicle or anything in/on it > in any public place > if they have reasonable grounds for suspecting that articles for Criminal Damage Stolen Articles Off weap / bladed articles Articles for fraud Prohibited fireworks
