Collision Phases
There are three (3) phases that take place during any one collision. Many of us will consider the first or second phase however very few of us consider the third phase.
The first phase during the collision is when one vehicle strikes another vehicle or object. The second phase involves the occupants of the motor vehicle being forced into the restraint system or the interior of the motor vehicle if no seat belt was being used.
The last phase is the most dangerous phase, commonly referred to as the killer phase. This is the internal collision, in which the internal organs strike the large masses within the body, often causing irreparable damage and death.
Continuation of Arrest
A police officer shall not arrest a person without warrant for summary conviction, dual procedure or 553 indictable offences where there are reasonable grounds to believe the public interest has been satisfied having regard to all the circumstances including the need to
-establish the identity of the person
-secure or preserve evidence
-prevent the continuation or repetition of an offence
-ensure that the accused will appear in court
-ensure the safety and security of any victim of or witness to the offence.
Excited delirium (Symptoms)

Officer in Charge - Continuation of Arrest
-establish the identity of that person
-secure or preserve evidence
-prevent the continuation or repetition of an offence
-ensure that the accused will appear in court
-ensure the safety and security of any victim of or witness to the offence
Level 1 Search
Level 1 Search
- means a “frisk” or “pat–down” search of the clothing, including pockets, that does not include the removal of any clothing except outerwear such as jackets, hats and/or gloves/mittens.
- A Level 1 search has commonly been referred to as a “field search”.
Level 2 Search
Level 2 Search
means a more thorough search that may include the removal of clothing which does not expose a person’s undergarments or the areas of the body normally covered by undergarments. The removal of clothing such as belts, footwear, socks, shoes, sweaters, extra layers of clothing, or the shirt of a male would all be included in a Level 2 search.
A Level 2 search would normally be conducted in a location that provides some degree of privacy, such as a police facility or other safe surrounding.
A Level 2 search has commonly been referred to as a “general search”.
Level 3 Search
Level 3 Search
means a search that includes the removal of some or all of a person’s clothing and a visual inspection of the body. More specifically, a Level 3 search involves the removal of clothing that fully exposes the undergarments or an area of the body normally covered by undergarments (genitalia, buttocks, women’s breasts).
NOTE: The mere fact that portions of a person’s body normally covered by undergarments are exposed because of the way the person was dressed when taken into custody does not constitute a Level 3 search, if the removal of such clothing was not caused by the police (i.e. the arrest of a naked person does not in itself constitute a Level 3 search).
Due to the high degree of intrusiveness of this type of search, it shall only be conducted when it is reasonable and necessary, considering the purpose and the grounds that exist at the time, which justify the search.
A Level 3 search is equivalent to the term “strip search” used by the courts and other government agencies.

means a body cavity search. For the purposes of this procedure, a Level 4 search means a search of the rectum or vagina.

The right to search as an incident to a lawful arrest is found in common law, and has been upheld by the Supreme Court, as long as the search is conducted for a valid objective and is not conducted in an abusive fashion. (Cloutier v. Langlois, 1990)
As an incident to arrest a police officer may search for
-weapons
-anything that could cause injury (including drugs and alcohol)
-anything that could assist in a person’s escape
evidence

means an investigation led by the Homicide Squad into the circumstances surrounding a sudden death where there is
- obvious or suspected foul play
- the cause of death cannot be explained
- found human remains
-any other suspicious circumstance

means a partner from a current or former opposite sex or same sex relationship and includes persons who
-are legally married to one another
-were previously married to one another
-are not married, but are currently in a family-type relationship
-are not married, but were formerly in a family-type relationship
-have a child in common, regardless of whether such persons have been married or lived together at one time
-are (or have ever been) involved in a dating relationship

The Death Under Five Committee (DU5C) of the Office of the Chief Coroner consists of paediatric forensic pathologists, police officers, crown attorneys, and senior officials from the Office of the Chief Coroner; and is chaired by the Deputy Chief Coroner for the Province of Ontario.
AMBER Alert
AMBER Alert
means a co–operative effort between police, the media and the Ministry of Transportation to provide early notification to the public where a person under eighteen (18) years of age is believed to have been abducted and where circumstances lead police to believe that the abducted person is in danger of serious bodily harm or death and there is enough descriptive information about the abducted person, and/or the abductor, and/or the abductor’s vehicle to believe an immediate broadcast alert will help in locating the person.
An AMBER Alert will have a duration of five (5) hours following activation, unless cancelled or extended.
Last Known Position

means the last substantiated (by clues or evidence) position that the missing person was known to be.
Place Last Seen

means a point where the missing person was actually seen by a witness.
Search Level 1
Level 1
This level will be implemented when a person is reported missing and there are no extenuating circumstances. At this level, there are minimal concerns regarding the issue of foul play or the infirmity or limitations of the missing person.
Search Level 2
Level 2
This level will be implemented when a missing person is
-under sixteen (16) years and judged likely to be incapable of caring for themselves
-mentally challenged
-over seventy (70) years of age or infirm, or
-there is evidence of foul play
Search Level 3
Level 3
This level will be implemented when the preceding two levels are ineffective or if the situation, due to the extenuating circumstances, necessitates that this level be initiated immediately.
NOTE:
Level 2 and Level 3 investigations shall be conducted using the Incident Management System

means a robbery as defined in s. 343 of the Criminal Code involving a financial institution or other business premises including an armoured car; or a home invasion where firearms or other weapons are used.
Domestic Violence - Goals of the Service
The goals of the Service are to
-reduce the incidence of domestic violence and homicide in the community through education and enforcement
-thoroughly investigate all occurrences and bring offenders to justice wherever possible
-enhance the safety of victims through prompt action including referrals to other community partners

-sufficient descriptive information exists that could assist in locating the person and/or the suspect and/or the suspect’s vehicle
-an immediate broadcast alert will help in locating the person

means an ’Application by Physician for Psychiatric Assessment’ signed by a doctor within seven (7) days of examining the person, giving any person authority to take the person named on the application to a psychiatric facility.
A Form 1 is valid for seven (7) days from and including the day it was signed.
Form 2 MHA

means a Justice of the Peace ’Order for Examination’ directing police officers to take the person in custody to an appropriate psychiatric facility where a physician may order the person detained for examination.
A Form 2 is valid for seven (7) days from and including the day it was signed.
Form 9 MHA

means an ‘Order for Return’ of an elopee issued by a psychiatric facility which authorizes a police officer to return the person without their consent to the psychiatric facility.
A Form 9 is valid for a period of one (1) month after the person is absent without leave.

means an ‘Order for Examination’ issued by the physician who issued the person a Community Treatment Order (CTO) and
- (a) has reasonable cause to believe the person has failed to comply with the conditions under the CTO
- (b) the CTO subject or substitute decision–maker has withdrawn consent to the CTO and the subject fails to permit the physician to review their condition within seventy two (72) hours and the physician believes the subject may cause harm or suffer deterioration.
A Form 47 authorizes a police officer to take that person into custody and return them to the physician promptly and is valid for a period of 30 days.

means any disease or disability of the mind. A person suffering from a mental disorder may have to live with a long–term breakdown of coping skills including perception, decision making and problem solving abilities.
Person in Crisis
Person in Crisis
means a person who suffers a temporary breakdown of coping skills but often reaches out for help, demonstrating that they are in touch with reality. Once a person in crisis receives the needed help, there is often a rapid return to normalcy.
