Collision Phases

A

There are three (3) phases that take place during any one collision. Many of us will consider the first or second phase however very few of us consider the third phase.
The first phase during the collision is when one vehicle strikes another vehicle or object. The second phase involves the occupants of the motor vehicle being forced into the restraint system or the interior of the motor vehicle if no seat belt was being used.
The last phase is the most dangerous phase, commonly referred to as the killer phase. This is the internal collision, in which the internal organs strike the large masses within the body, often causing irreparable damage and death.

Level 2 Search
means a more thorough search that may include the removal of clothing which does not expose a person’s undergarments or the areas of the body normally covered by undergarments. The removal of clothing such as belts, footwear, socks, shoes, sweaters, extra layers of clothing, or the shirt of a male would all be included in a Level 2 search.
A Level 2 search would normally be conducted in a location that provides some degree of privacy, such as a police facility or other safe surrounding.
A Level 2 search has commonly been referred to as a “general search”.

Level 3 Search

A

Level 3 Search
means a search that includes the removal of some or all of a person’s clothing and a visual inspection of the body. More specifically, a Level 3 search involves the removal of clothing that fully exposes the undergarments or an area of the body normally covered by undergarments (genitalia, buttocks, women’s breasts).
NOTE: The mere fact that portions of a person’s body normally covered by undergarments are exposed because of the way the person was dressed when taken into custody does not constitute a Level 3 search, if the removal of such clothing was not caused by the police (i.e. the arrest of a naked person does not in itself constitute a Level 3 search).
Due to the high degree of intrusiveness of this type of search, it shall only be conducted when it is reasonable and necessary, considering the purpose and the grounds that exist at the time, which justify the search.
A Level 3 search is equivalent to the term “strip search” used by the courts and other government agencies.

AMBER Alert
means a co–operative effort between police, the media and the Ministry of Transportation to provide early notification to the public where a person under eighteen (18) years of age is believed to have been abducted and where circumstances lead police to believe that the abducted person is in danger of serious bodily harm or death and there is enough descriptive information about the abducted person, and/or the abductor, and/or the abductor’s vehicle to believe an immediate broadcast alert will help in locating the person.

Defusing Session
means an immediate informal meeting attended by an individual or a group of members involved in a traumatic critical incident to assess the need for further assistance prior to the end of shift. The defusing session takes place immediately after the conclusion of the traumatic critical incident in a secure location where disruptions can be eliminated and lasts for approximately fifteen (15) to thirty (30) minutes. Two Peer Support Volunteers normally lead these meetings with Employee Family Assistance Program support if necessary. Attendance is mandatory but active participation in the discussion is voluntary.

means a scheduled formal meeting specifically set up for members directly involved in the traumatic critical incident to discuss reactions to the traumatic event in confidence with a qualified mental health professional. The debriefing session takes place a few days after the conclusion of the traumatic critical incident, in a secure location where disruptions can be eliminated and can last up to two and one half (2.5) hours. The Employee Family Assistance Program Liaison/Critical Incident Response Team (CIRT) Coordinator will work with the Officer in Charge, CIRT Peer Support Volunteer and/or the qualified mental health professional to schedule the session. Attendance is mandatory for the members directly involved but active participation in the discussion is voluntary.

means the general response activities and resources to mitigate the situation of any incident. Members respond quickly to the report of an emergency situation to gather information, assess the situation, and determine whether additional members and specialized response is required. When a Service–wide computer failure occurs, members shall process the property manually. The TPS 712 has been developed to track the property. In addition to complying with the applicable sections of this Procedure, members shall complete a TPS 712. The TPS 712 shall be stored in the staff sergeant’s office. Upon completion of the appropriate forms and review by the staff sergeant, the property shall be stored in a secure location as designated by the unit commander. The property courier will pick up the TPS 712 and property.

A complaint of discrimination or harassment must be filed within six (6) months of the date of the alleged incident(s). The Service recognizes that there may be extenuating circumstances that may prevent a formal complaint from being made within this time period. Therefore, at its discretion and where it is satisfied that the delay was incurred in good faith and that no substantial prejudice will result to any person affected by the delay, the Service may proceed with a complaint that is older than six (6) months from the date the alleged incident(s) occurred.
